I have been running for almost 5 years. In the last few weeks, although I've continued to run 4 x week, my lower legs are getting really tired after about 20 minutes or so and it feels like I'm running with blocks. Also my toes are numbing. Any ideas on what may be the cause or how I can fix this problem. I'm assuming both problems are related to the same cause.

i had a similar problem while i was at the AIS in the early 90's.
The doctors at the AIS said i had compartment syndrome.
Compartment syndrome involves the compression of nerves and blood vessels within an enclosed space. This leads to impaired blood flow and muscle and nerve damage. This meant i also got the pins and needles in the feet and the muscles around my shin felt like they were going to burst when i ran. For an orienteer that isnt a good thing.
Treatment for both acute and chronic compartment syndrome is usually surgery. Long incisions are made in the fascia to release the pressure building inside. Luckily enough i didnt have this surgery. The doctors told me to lay off the running on land when not competing and my running training which was 80%of my training was moved to pool running.
This is a very low impact method of training and takes a bit to get the technique right.
good luck and monitor the problem cause the surgery can mean a long lay off from running.

Agree it sounds like compartment syndrome and surgery may be the best way to fix it. Tough as not many surgeons have an interest in this problem.
